The Covenant-that-was, a seething mixture of religious zealotry and rival alien species, is trying to regain its primacy and find a new path back to its former glory. Given the author Karen Traviss’ familiarity with real-life blowback from doing the same with the future Taliban during the Glasskands War, I can only assume the foolishness of this action was deliberate.
I have been invested in the Halo community and universe for a full decade. The way the characters hlasslands written only makes things infinitely worse.
